In this industrial race shaping the city's future landscape, Yuehu Tech City, one of Chengdu's first four AI-themed industrial parks, has completed the leap from "gathering momentum" to "building strength" in just three years. Looking back, its efforts extend far beyond investment promotion and project construction. It has been exploring a fundamental question: How can a new city become fertile ground for the growth of the artificial intelligence industry?
When Yuehu Tech City first launched in 2022, it was little more than a plot of land waiting to be awakened.
On March 2026, when reporters stepped onto this vibrant zone, a completely transformed scene unfolded: Yuehu·Digital Park and Intelligent Park had been fully expanded, with modern high-rises rising steadily; the main structures of Plots 1 and 2 of Yuehu Core had been capped, Plots 3, 5 and 7 had broken ground, and planning and design for Plots 4 and 8 were accelerating. Industrial development space has expanded continuously, functional layout has been further improved, and blueprints have turned into reality.
Yet Yuehu Tech City understands full well that the AI industry demands far more than physical space.
To ensure the smooth landing of high-end industries, Yuehu Science and Technology City has joined hands with Wuhou Mobile to launch the construction of a "Dual 10-Gigabit Campus", providing stable, efficient and secure network infrastructure for the enterprises that have settled in. Following the concept of integrated power transformation for the area, it plans power supply based on dual-loop standards, aiming to build a pioneer zone of a modern, "never-outage" power system, laying the most solid foundation for the deep development of the AI industry.
By building infrastructure and strengthening connectivity, tangible buildings and intangible networks and electricity work in tandem. Yuehu Tech City is nurturing the deepest roots for the growth of the AI industry.
As one of Chengdu's first characteristic parks built around artificial intelligence and robotics, Yuehu Tech City focuses on the industrial chains of AI and software information. To date, it has attracted 38 chain-based enterprises including Sichuan Radio and Television, Casco, Juntian Intelligent Manufacturing and Jincheng Zhixing, plus 16 producer service enterprises.
This physical proximity is translating into efficient industrial collaboration. The district achieved an annual industrial output value of 332.4177 million yuan and revenue of 5.713 billion yuan, with a growing industrial cluster effect.
Li Yun, General Manager of Chenyao Chuang (Chengdu) Technology Co., Ltd., remarked: "As an industrial park built around AI, potential partners for Yuehu may be right in the same park or just upstairs or downstairs. This synergy—where 'upstairs and downstairs are upstream and downstream'—brings great convenience to product iteration and market application."
As the industrial framework takes shape, how to build a bridge for the transformation of scientific and technological achievements? Yuehu Tech City's answer: break down barriers and let technology, capital and market converge.
In 2025, the branded event "Zhuge Forum" was held for the first time. University scholars, enterprise representatives, investment and financing institutions and government departments gathered to accelerate a virtuous cycle linking "technology–capital–market". Today, the "Zhuge Forum" continues to upgrade, hosting no fewer than 12 regular events annually including project roadshows, supply-demand matching and financial salons. It also reaches beyond local resources, linking top universities such as Tsinghua University and Beihang University, promoting the "transplantation with original soil" of high-quality scientific achievements to take root in Yuehu.
Meanwhile, focusing on the industry direction of artificial intelligence and robotics, Yuehu Science and Technology City, in collaboration with district-level departments, universities, research institutions, and leading enterprises, has established four core innovation platforms: the Sichuan (Wuhou) Industry Trustworthy Data Space + AI Innovation Empowerment Platform (Wuhou District's Data-Computation-Application Integrated Innovation Empowerment Platform), the Networked Intelligent Terminal Network and Data Security Center, and the Artificial Intelligence Innovation Service Center. These platforms are being operated in a "physicalized" manner: promoting the operation of the Integrated Innovation Center for Integrated Circuit Industry and Science and Technology, introducing the team of Academician Zhou Shouhuan, and planning to incubate more than five projects such as the "Sichuan University Xinguang Building"; jointly building the Artificial Intelligence Data-Computation-Application Integrated Innovation Empowerment Center with China Electronics Data Industry Group and well-known hospitals in Sichuan, and creating a high-quality data set processing and uation platform; accelerating the construction of the Networked Intelligent Terminal Data Security Center and the full-chain ecosystem of embodied intelligent exoskeleton robots... Here, a virtuous cycle of "platforms empowering industries and industries nurturing innovation" is quietly taking shape.
Universities and research institutes remain a major source of innovation. Yuehu Tech City has deepened cooperation with Sichuan University, University of Electronic Science and Technology of China, Chinese Academy of Sciences and other institutions, establishing "Professor Studio Achievement Transformation Bases". Currently, 11 projects to be transformed are under key promotion, including high-performance antennas from the School of Chemical Engineering at Sichuan University and smart healthcare from West China Hospital. The goal is to launch 8 university achievement transformation projects within the year.
As barriers to factor flow are removed and the open soil grows fertile, every seed of transformation will find the strength to break through.
As a core hub for strengthening the AI and robotics industry chains in Chengdu, Yuehu Tech City not only answers industrial questions but also addresses the integration of "industry, city and people".
The development of AI cannot thrive without talent, and retaining talent requires a livable city. Today, more than 300 mu of ecological green space has basically taken shape. Leveraging Yuehu's natural ecology, the park vigorously promotes green buildings and sponge city construction, building a dynamic park integrating ecological education and low-carbon demonstration. In addition, commercial facilities such as Luckin Coffee, Xiaoka Coffee and ADDLOVE have successively moved in. A living space that combines a sense of technology and the warmth of daily life is taking shape here.
A city needs both infrastructure and sincerity. In financial and talent support, focusing on key industries including AI, Wuhou Zhuge Capital and Shougang Fund established the "Shoujin Wufa Fund", with an initial subscribed scale of 500 million yuan and a target management scale of 2 billion yuan. The Ten Measures for Talent Support in Wuhou District Industrial Parks focus on housing, transportation, education, medical care and other urgent needs, providing a comprehensive package for outstanding industrial park talents.
"Those nearby are content; those afar are drawn." When a city welcomes with urban charm and treats with sincerity, this ancient saying is no longer just a vision—it is the daily reality unfolding in Yuehu.
After three years of foundation-laying, Yuehu Tech City has reached a new starting point.
When it comes to the future, the relevant person in charge of the Yuehu Technology Center in Wuhou District revealed that facing the new year, the Yuehu Technology Center will anchor its development positioning as "a new engine of scientific innovation, a new highland of industry, and a new center of the city", striving to build a high-quality industrial carrier of 500,000 square meters, implement 50 major industrialization projects, nurture 5 listed and potential listed enterprises, increase the revenue of productive service industries such as scientific research technology and software information by 5 billion yuan, build 5 high-energy-level public technology platforms, and gather 5,000 industrial talents.
The Yangtze River flows ceaselessly; the tide rises in Yuehu with favorable winds and sails set high. With the courage to lead the trend, Yuehu Tech City is writing its answer to the times: to make every resident enterprise "content nearby", every entrepreneur from afar "willing to come", and let the infinite possibilities of "AI+" take root, bloom and bear fruit on this vibrant land.

深耕“沃土”，悦湖科技城这样作答AI时代
放眼世界，人工智能已立于浪潮之巅。2025年，成都市人工智能核心产业规模超1500亿元，同比增长超39%，继2024年实现核心产业规模和企业数量的“双千突破”后，持续保持高增长态势。
在这场关乎城市未来格局的产业竞速中，悦湖科技城作为成都首批4个人工智能特色产业园之一，用三年时间完成从“蓄势聚能”到“积厚成势”的跨越。回望过去，它所做的不只是招商引资、项目建设，更是在探索一个问题：一座新城，如何成为人工智能产业生长的“沃土”？
筑基：为产业生长“铺路”
2022年，悦湖科技城刚刚起步时，还是一片待“唤醒”的土地。
3月6日，当记者走进这片热土，眼前的景象已是另一番天地：悦湖·数园、智园续建完成，一栋栋现代化楼宇正拔节生长；悦湖之芯1、2号地块主体封顶，3、5、7号地块开工建设，4、8号地块规划设计加快推进……产业发展空间不断拓展，功能布局进一步完善，一张张蓝图变为现实。
但悦湖科技城深知，人工智能产业需要的，远不止是物理空间。
为护航高端产业落地，悦湖科技城联合武侯移动启动“双万兆园区”建设，为入驻企业提供稳定、高效、安全的网络底座；按照片区电力一体化改造的思路，以双环供电标准筹划电力保障供应，致力于打造“永不停电”的新型电力系统（现代电力）先行区，为人工智能产业的深耕厚植提供最坚实的支撑。
既铺路搭桥，亦通筋活脉。当看得见的楼宇与看不见的网络、电力同向发力，悦湖科技城正为人工智能产业的生长，积蓄着最深厚的根基之力。
引链：让企业“上下楼即上下游”
作为成都以人工智能和机器人为“立园”方向首批打造的特色园区，悦湖科技城聚焦人工智能与软件信息产业链，目前已引入四川广电、卡斯柯、钧天智造、锦程智行等38家链上企业及16家生产性服务业企业。
这种“物理空间的邻近”正在转化为“产业协同的高效”。片区全年实现工业产值33241.77万元，营收57.13亿元，产业集聚效应持续凸显。
为辰曜创（成都）科技有限公司总经理李允感慨道：“悦湖作为以AI‘立园’的产业园区，潜在合作伙伴可能就在同一个园区或者楼上楼下。这种‘上下楼就是上下游’的协同效应，给产品迭代和市场应用带来了极大便利。”
破壁：为成果转化“牵线搭桥”
当产业的骨架逐渐成形，如何搭建好科技成果转化的桥梁？悦湖科技城的答案是：打破壁垒，让技术、资本、市场在此交汇。
2025年，“诸葛论道”品牌活动首次举办。高校学者、企业代表、投融资机构、政府部门围坐一堂，助力“技术—资本—市场”的良性循环加速运转。而今，“诸葛论道”品牌仍在持续升级，全年常态化举办项目路演、供需对接、金融沙龙等活动不少于12场。此外，品牌还将目光投向更远处，链接清华、北航等外地高校资源，推动一批优质科技成果“带土移植”，在悦湖生根发芽。
与此同时，围绕人工智能与机器人主导产业方向，悦湖科技城联合区级部门、高校院所与龙头企业，建设四川（武侯）行业可信数据空间+AI创新赋能平台（武侯区数算用一体化创新赋能平台）、网联智能终端网络与数据安全中心、人工智能创新服务中心等四大核心创新平台，并对其进行“实体化运营”：推动集成电路科产融合创新中心挂牌运行，导入周寿桓院士团队，拟孵化“四川大学芯光大楼”等项目5个以上；联合中电数产、川内知名医院建成人工智能数算用一体创新赋能中心，打造高质量数据集加工评测平台；加快联网智能终端数据安全中心、具身智能外骨骼机器人全链条生态建设……在这里，“平台赋能产业、产业反哺创新”的良性循环正悄然形成。
高校院所，始终是创新的“源头活水”之一。悦湖科技城深化与四川大学、电子科技大学、中国科学院等高校院所的“联姻”，打造“教授工作室成果转化基地”。目前，川大化工学院高性能天线、华西医院智慧医疗等11个待转化项目正在重点跟进，力争全年落地高校成果转化项目8个。
当要素流动的壁垒被一一打破，当开放的土壤足够深厚，每一颗转化的种子，都将找到破土而出的力量。
营城：实现“产城人”的和谐共生
作为成都市人工智能与机器人产业强链的核心承载地，悦湖科技城回答产业之问的同时，还面临“产城人”共生之问。
人工智能的发展离不开人才，而留住人才，需要一座“城”。如今，300余亩的生态绿地已基本呈现。借助悦湖生态本底，悦湖科技城大力推进“绿色建筑、海绵城市”建设，全面构建集生态科普、低碳示范为一体的活力园区。此外，还有瑞幸咖啡、小咖咖啡、爱达乐等商业配套陆续入驻，一个兼具科技感与烟火气的生活场域，正在这里生长。
需要“城”，更需要“诚”。在金融与人才支撑方面，悦湖科技城主要聚焦人工智能等重点产业发展，武侯诸葛资本联合首钢基金设立“首锦武发基金”，首期认缴规模5亿元，目标管理规模20亿元。《武侯区礼遇产业园区人才十条措施》则聚焦住房、交通、教育、医疗等急难愁盼事项，为“产业园区突出贡献人才”提供一揽子礼遇措施。
“近者悦，远者来。”当一座城以“城”相迎、以“诚”相待，这句古语，便不再是愿景，而是悦湖正在发生的日常。
致远：锚定“产业新高地”再出发
三年筑基，悦湖科技城站上了新的起点。
谈及未来，武侯区悦湖科技中心相关负责人透露，面向新的一年，区悦湖科技中心将锚定“科创新引擎、产业新高地、城市新中心”发展定位，努力建成50万平方米优质产业载体，落地50个重大产业化项目，涵养5家上市及潜在上市企业，新增科研技术、软件信息等生产性服务业营收50亿元，建成5个高能级公共技术平台，集聚产业人才5000名。
长江奔流，昼夜不息；悦湖潮生，风正帆悬。悦湖科技城正以勇立潮头的姿态，书写着自己的时代答卷——让每一家入驻企业都能“近者悦”，让每一位远道而来的创业者都能“远者来”，让“人工智能+”的无限可能，在这片热土上生根发芽、开花结果。
